Russia/Soviets did not believe in MAD. THEY planned to have some amount of the population survive (not just Congress and President or their equivalents there), unlike the U.S. that just urged us to hide under a school desk.

They've had plenty of practice launching Hypersonic missles for nearly two years now. If you think they can't deliver a first strike from the sea, your kidding yourself. This is my field, and if we had all we needed to counter these missles, there wouldn't be as much research money in it now.
