Sometimes, most times, when Im leaving feedback via my phone, it does the exact same thing. I get home and leave feedback via my Laptop, no problem.
I dunno why it works, it just does. So I dont fight it. I just post feedback from my Laptop most times, because it lets me. Not saying occasionally I cant get away with it on my cellphone, but most times "No Joy".

Nearly everytime I get the "OOPS" message when trying to leave feedback via my phone. I've followed all the members suggestions...to no avail.
I'm sorry to all the members which deserve "feedback", but, don't receive it from me because of this problem. Other sites I frequent, haven't had any "issues" with leaving feedback!
I would think falfiles would either correct this problem, or entirely change the procedure to make it "simple & effective".
As it is, makes us members who constantly have trouble leaving feedback; look like "bums"!
"Blaming" members for not correctly following instructions, is No Answer. Simple, User-friendly, without any convoluted procedures can't be that difficult to institute...look at what other sites do for feedback...
