When did the NFA Trust begin/become popular?

The NFA Trust has been the only option for those in jurisdictions with non signing CLEO's. With the coming changes in Trusts and sign off requirements I am wondering when NFA Trusts were first implemented and when they became widely popular?

Well here it would have been 1994. That's when the new sheriff took office and refused to sign.

Its my understanding that the BATFE itself created the trust and corp. categories for those that couldn't get their CLEO to sign off.
