Cost...."Police Pack" vehicles supplied new go light on the frills (such as real hubcaps) in the interests of saving a few $$s.

The Police here were running some fancy stuff here back in the early 80's - including the use of magnesium alloy wheels on certain vehicles.
Everyday wear & tear plus one or two pursuits that left the blacktop & they reverted to steel.

When they look at their reflection in the hubcaps it makes them look thin......and therefore easier to find their nuts, as already suggested.

To keep the rims cooler (brakes) Chrysler police rims and caps had holes for cooling . I still have the rims and caps off My Mn state patrol 440. Fury. Also had cooler for power steering.
