How do you measure Barrel Length?

When you measure barrel length, Do you measure the chamber as well?

Or do you measure from where the rifling starts?

If you are talking about a legal measurement it would be from the face of the closed bolt to the longest permanently attached part of the barrel at the muzzle.

-Close the bolt
- drop a cleaning rod down barrel
- mark rod at end of permanently attached Muzzle brake, other device, or crown (use a Sharpie)
- withdraw cleaning rod and measure

VOILA!
As shortround says, from face of closed bolt to end.
