FAC Receiver Ordering

I went to my dealer today about ordering 3 receivers from FAC. I had ordered 2 over a year ago through the same dealer. They told me to call FAC and pay for the receivers and shipping and have receivers sent to them and they will send a new copy of thier FFL to FAC. I tried to do this last time and FAC would not allow me to place the order and pay for the receivers to be sent to my dealer. I was told the dealer had to place the order. I told the guy at my dealer about what happen last time and he said this is how we do it all the time it shouldn't be a problem. Is it still FAC's policy that the dealer neeeds to place the order before I waste my time?

Call during the business day and ask for Harlan. FAC doesn't normally do the "let the customer pay direct" thing because of frequent misunderstandings between buyers and their FFLs.
