open bolt design

I have a L1A1 type rifle with a Imbel metric lower. It has a bolt catch that needs to be manualy engaged to hold the bolt open but does not function on its own/empty mag...is this normal?

Yes, this is normal. The pin on the BHO was removed by the countries using the L1A1. Not sure why but maybe someone will chip in. The pin can be replaced by you if want to. Check check the reference section of the files.

The theory was to keep dirt and dust out of the action if the bolt was closed most of the time.

Yep, just simply replace the shorter pin in the BHO with a slightly longer one and you're in business. Mic the small pin for the size or do what a lot of people do and substitute it with the shank of a small drill bit cut to proper length.

It was only "NORMAL" for British and Australian L1/L2 series of rifles. The Canadian C1/C2 series of rifle were all made to function the BHO after the last shot.
