What upper for a para build??

Any metric upper receiver manufactured by DSA, Imbel, FMAP would be just fine.
Metric type I, II, and III upper receivers have all be used to build FAL Para's at various times in various places. I would make the upper receiver match which ever lower receiver you choose. If you have an Imbel type III para kit then I would get an Imbel type III upper receiver. If you have an FMAP type III para kit then I would get an FMAP type III upper receiver. If you have a DSA lower receiver then I would either get a DSA type I or type II upper receiver. If I was building a more "historic" FAL Para I would use the type II. If I was building a more "tactical" FAL Para with lots of rails then I would use a type I with no carry handle cut.

As for a fixed-stock FAL build, any quality receiver should work just fine for a Para build. Pick your style of lightening cuts (Type 1, 2, or 3) and manufacturer (DSA, Imbel, Coonan, Entreprise, Other) and proceed. Other than substituting the appropriate Para parts (lower, bolt carrier, dust cover, rear sight, springs, folding stock assembly, misc. connectors) the only other real difference with a Para build is whether or not to relief cut the upper receiver for the nose of the dust cover (which retains the recoil springs on a Para). Search on "para nose cut" on these Forums for details.

Whatever style of lightening cuts matches the lower, probably type I or II.
