7.62x54 in a M39 Finn...
SO I have read that they are all .311 bores, but the Finn ammo is all .308, and all the dies I see are .308. SO where do I go? Will the .308 shoot fine from the .311 bore? This is so simple its confusing me. I want to reload, and the .311 sierra 174 grain is looking good, also saw some bulk 174 grain FMJ's but they are all .311
Rifle is a 1967 barrel M39

Go for it. You're not going to blow up your gun.
I have shot many 0.308 dia bullets out of my AK - which should have a 0.310 bore (I never actually slugged the barrel). They shoot fine. It's an AK, so I can't really tell if they are any less accurate than the 0.310 dia bullets. In the grand scheme of things, 0.003 is not a big deal. This means that the rifling grabs the bullet by 0.0015 (1.5 thousandths of an inch) less. That 1.5 thou "gap" between the bullet and the grooves will allow a bit of gas by, but not enough to make that much of a difference. If you need 0.5gr more powder to make up for the velocity lost due to blow by, that would be a lot.

Has .308 175's, I can't find the .311's right now, I will look again tonight... I know I saw them somewhere, but, I am getting older, so I might be confused with these here...

Both of my M39's, "B" barrel and Sako, have .310 dia. barrels. I found some Hornady .310 dia 150gr bullets and they shoot very well. I think Hornady stopped making them, I can no longer find them.

You need to slug the bore. You never really now the size until you slug it. Just get a fishing weight and some 1/4" dowell.
