Strange Question
the E.O clinton signed to ban Chinese ammo and weapons does it prevent components coming in? |

There are two laws that control the importation of arms and ammunition into the U.S. - the Arms Export Control Act and the Gun Control Act.
What Clinton did was use his authority as president to prohibit imports of arms and ammunition from China under the authority of the Arms Export Control Act. Whine all you want, it was totally within his authority to do so. Using this authority was simple in the sense that it did not require other policy changes and was legally sound. It was also not all inclusive because of the way these laws and regulations are structured. The ATF regulations that implement the Arms Export Control Act (27 CFR 447) cover rifles, pistols, and the ammuntion for such arms (including components) but NOT sporting shotguns, shotgun shells or their components. These are controlled by the Gun Control Act. The net result is that while you cannot import rifles, pistols or their ammo/components from China, you can import sporting shotguns, and shotgun shells.
