Probably some sort of nickle jacket. I have some Swedish 6.5mm Mauser and some Belgian 7mm Mauser ammo that looks like this.

Is it silver all over? Or just the tip? All over is a cuppro/nickle coating. Some of these can lead to a nasty buildup in the bore. The U.S. tried this in the 20s or 30s and accuracy was greatly affected. Plus the fouling was very difficult to remove after firing.
If it's just the tip, it is armor piercing/incendary. These are OK to shoot, just be careful about the fires they can start. Lewis

Do the magnet test, this will tell you a lot. It may be mild steel jacket, or a nickel alloy as mentioned above. Most of the 8mm I have from Turkey and Equador is steel jacket. I also have the 6.5 x 55 Swede and 7.5 MAS with silver tips.

Most of the "silver" looking projectiles I have seen over the years has been nickle alloy coated. These were produced primarily for naval use as they were not corroded by salt water.
