Is it legal to ship via UPS or USPS primed empty cases from a non-FFL to another non-FFL ??????????

AFAIK. I used to order primed 223 cases from Scharch all the time, and they were never marked ORM-D. No hazmat on primed cases either.

Primed cases are OK. Spent cases are OK, but primers alone are hazmat. Crazy, ain't it.

Primed cases are the same as live ammo. Must go UPS or FedEX ground. with a ORM-D label. Can't send them USPS.
