I can't seem to get it to move at 100 yards I am hitting low low and right but no matter what I do the rounds still impact the same area. I can screw the front sight down bullets still impact the same area,I move the rear to the right no group movement.

Couple questions?

I think what you're saying is you have inch front and metric rear sights. Uncompatible due to the design height of the sights. Place your inch rear sight on your metric lower and you should be good to go. To move POI left loosen screw on left side of sight and tighten screw on right side.

No matter what sight combo you have your group should move with sight adjustment.
You should be looking through the rear sight at the front sight. The rear sight is ignored and the front is naturally centered within it because the eye seeks out the brighter center of the aperture. Make sure your cheek wield is consistent. If you using a front rest move to just in front of the magwell. Also ensure that your shooting position is consistent. Are you getting groups or are your shots just hitting anywhere on the target?

If you are useing a metric rear sight you could slide it to maybe the 300 or 400 meter mark.
