Sending upper for threading

Do I need to send my upper through an FFL or is it legal to just send to a gunsmith through USPS since it is for repair?I was told that if for repair,the smith can just send it back to me via USPS.I did this with an AK,but that was within the state and was just a furniture change-don't know about going out of state.Also,how does the smith keep the brake tight?I understand that there are custom brakes that tighten as you fire them,but I would like to keep the correct brake.Unfortunately,all that's left of my crown is a little bit of the indexing relief on the underside of the barrel.Can I still use the stock Brit Flash hider?Thanx again for any info!-Gearhead
