WTH is this sight mount? HK?

Reminds me of H&K but it's not. Look familiar?

Buddy is cleaning out a friend's place who recently passed away and found it. He can ID everything else - except this. Just sent me the pics from his phone.

The steel cast piece is mount for the PVS night vision scope for the M-16.
80063 - Army Electronics Command
Unfortunately they drilled for the cap screws and looks as though a flat was milled on the bottom to attach it to the other mount. I'm not familiar with these, all I did was a search on the numbers that are on the one piece.

The claw mount does looks HK like but it kind of has the appearance of being shop made, my opinion.

The claw mount is made by ARMSON, they came in 2 or 3 different variations. I have a couple of different variations of these myself.
