Browning BLR

So I have a question , would a Browning BLR be considered a bolt action?
I understand it's a lever action , although the bolt rotates to lock up , plus
the " rack and pinion " system is unique .

It is a lever action, which is what operates the action. Many types of rifles have bolts that rotate into battery including semi's and pumps. They are classified by the mechanism that causes them to do what they do.
