Man that guys "dumb guy" routine is down pat.................divert and ignore, divert and ignore.........trying to negotiate with "whoever", is his method of living.

Perp probably gets a lot of free stuff by pulling that "dumb act" on sales clerks.............likely the very reason the "hot button" was pushed by the clerk in the first place.
A very smart perp, with a practiced comedy routine. Buying dope from him would be a real crime....on you.

To ignore every request to show ID, and then never comply with any subsequent request to turn around and get down........... and then to risk getting shot.

I applaud the cops for this one. They had every reason to believe that the guy was stalling......... so that he could pull a weapon.

I think that we missed what had gone on during the previous 5 minutes as he kept up negotiating with the store clerk over a purchase.

He ignored the cops and kept shuffling around with his money, recounting it and then recounting it and shuffling it again, and trying to hand the store clerk a blue id card but no money............. and then refusing to show ID to the cops.

Guy had no intention of paying or dealing with the cops.
Remember, they got called to the scene.

Exasperating to everyone, he was. Probably claimed he gave her a $10, and not a $1.

I haven't seen the police with those in a long time. Maybe they should bring the sticks back. I guess I'd rather be beaten than shot.

Not the tonfa ones either, but the regular sticks that they can twirl.

We carry expandable batons, very effective and serves same purpose (+ some) than the nightstick.

Some officers don't use a taser (even if we are required to carry it), others do.

Had mine out just last night. Responded to a domestic disturbance with a drunk 29 year old being obnoxious with Mom. He split before we got there but I had my trusty diamondwood baton ready if needed.

Back to the video: fukcing pathetic. Presuming they were there for some legitimate reason, talk reasonably to the guy, ask him to step outside and take care of business out where you have room to operate. If he refuses lawful commands, go hands on and forget the damn Taser which it was 100% obvious wouldn't work due to the large outdoor coat the guy was wearing. The subsequent attempts at Taser also fail because of the loose hoodie.

There looked to be two decent sized coppers who could have easily gotten the guy into an escort hold and taken him outside with less hassle and bullshit than that. In my agency, the use of the Taser would not be appropriate and counseling on getting people to obey your commands would be merited. Ask, tell, make when people are being deceptive/disobedient and/or shitty with you.

FYI, PCP? I seriously doubt that. Black guy with a distrust of cops? Possibly. No explanation of why cops are there to speak with him? Check. No clear, simple to understand instructions? Check. Confrontational attitude from cops from the get go? Check. Dumbass unable to comply with orders? Check.

I find it difficult to believe that any of the people involved in that unmitigated disaster of an encounter had much above a room temperature IQ...

Was the tasers not penetrating his clothing or it just didn't bother him much because of the drugs?

I second the baton/nightstick. Back in day, that would have been settled pretty quickly.

Taser probes didn't penetrate his clothes and were ineffective as a result. They were uncalled for in any event and were deployed far too early in the incident, at least in my opinion.

This is part of my agency's policy on using the Taser or Electronic Control Device: (ECD)

Commands, warnings and verbal persuasion are not required in circumstances where the deputy has to make a split-second decision, or if the deputy reasonably believes that issuing the command or warning would place the safety of the deputy or others in jeopardy.


Due to the unquestionably abrupt and extreme manner in which ECDs seize a person, deputies must always balance its use with the need to apprehend. This includes considering the threat to the deputy, threat to the public and subject, the availability of other force options, and the likely outcome of their use.
Emphasis is all my work and NOT my agency's.

Now, after reading that, did those coppers give the guy a reasonable chance to comply with their orders? Did they exercise other options in gaining compliance? After the Taser failed, were they prepared to transition to other methods to achieve their aims? I think the answer is no, no and no. Complete and utter fail.

"Hi Sir, I'm Officer Jones from the Police Department. I'm asking you to step outside with me so we can discuss why we've been called to the store. I understand you have questions about what's going on and we can talk about them once we've stepped outside. No Sir, we're not going to talk about it here and now, so would you be willing to come outside with me? No Sir, I can tell you we would like to speak with you outside as the business owner no longer wants you in the store so let's go. If you refuse to leave, I and my colleagues will assist you in leaving. Sir, is there anything I can say to gain your compliance with my order to exit the store? Sir, I am telling you to exit the store NOW, failure to do so will result in us taking you outside by force."

Continued refusal results in the guy being physically seized and removed in handcuffs and/or an escort hold. Seriously, I've dealt with over a hundred resistive folks and never once had to Tase any of them. This was a shit show.

Tasers are pretty much a joke against decent coats or leather jackets

Watched Popo try to light up a drunk at a motorcycle club rally. Multiple taser hits. Guy backhanded a few of them before several bikers pile drived him face down so he could be cuffed and stuffed. Biker leather peoples.

Same with Pepper spray.
Some guys can drink that shit, particularly latinos into eating Habeneros, etc.
CS or CN, ugh no way
CN can be extremely nasty in enclosed spaces.

I don't know about today but up through the late 90s I would still see Officers in Denver with big ole night wood sticks.

Extendable batons are nasty shit
You can kill easily with some of them
I have a small collection showing the evolution of those from the original Nazi era ones with the lead weighted tip to the later aluminum tipped versions the Stasi used. I can break 3/4" plywood with old ones.
Those were an evolution of the 19th century Slung Shot. Lead or bronze striker on the end of a short leather thong. You can shatter a 2x4 with those. Kill any man dead with a single backhand strike that was well placed.

Never slung shot anybody but used German spring kosh's a few times in brawls, easy to break bones

Slap jacks are another flexible weapon

another are Sap gloves which ARE NOT designed for punching, you take them off and bitch slap using them. Good swing you can break teeth.

Then again with a full hard swing using a tennis racket you can crack skull too due to force distribution over the back of the crania

Gman, reason and good common sense, everyone seemed lacking in both of these departments from the video, says to do exactly what the police, three of them, tell ya to do in an encounter such as this, that's a given.

What does the law say about following a police officers commands, regardless if the orders are correct, incorrect, legal or not legal???

If any police officer orders Joe Smith to do something without reason or cause, what is the proper recourse for Joe Smith to take?
After he complies of course, as in, never fight with a man with a badge, and a radio.
That's a given.

Sue the shit out of the department. File a complaint with the department, city council, civilian oversight committee, your local congresscritter et al.

Look, I can be an asshole at times, I sometimes get things wrong because I'm often operating on poor information, badly translated or passed to me so there can be times when I screw up and someone gets told to get on the ground or gets put in handcuffs when they shouldn't. When more information comes to light, I can apologize, get the cuffs off and provide the name of my supervisor or have them respond to the scene to talk to the offended person. After that, its up to them as to what they want to do. I try my best but sometimes, things get screwed up.

Then there are the 100% asshole cops who just love to fcuk with people; as much as I hate them, unless they work for my agency, I can't do much about them except to tell you they aren't representative of my profession. However, just do as they say, if physically possible and hopefully, all will turn out well. Document the incident as best you can and ask for a supervisor to start with if appropriate. If not, leave it until the next day then complain. I wish I didn't have to give such advise but it is what it is.

I like your style, yeah what you stated is mostly spot on.
That said what would YOUR thoughts be in the extremely rare situations where a gal is faced with a rapist with a badge.

As we both know it does happen and you can bet the reporting on those assaults is a fraction of others.

We had one up here for years, quite a number of complaints but most gals just learned to shut up about it. Asshole finally makes Chief of Police. What finally removed him was when he was at a local resturant with a few of his deputies, waitress comes up to the table, he reaches under her dress and sticks a finger or two right up in her.

The boys all had a big laugh, young girl drops the coffee pot running away red faced. Thing was there was a table full of little old ladies that witnessed the whole thing.
Waited for the piggie patrol to leave then talked to the girl. The women went straight to the Mayor & City Council. Special meeting was called, the gang was all canned.
as you might guess girls detested these clowns but molestation was just part of the job it seemed until that happened.

It was worse if a young gal was popped drunk behind the wheel.

Gal ended up with an enormous settlement from the City but not quite as large as the severence package Chief piglet obtained after he sued the community over his termination.
btw, the girl was 16 at the time.

Since then the quality of policing here has greatly improved. There is none of the assgrabbery anymore. This all went down in the 90s.

Gal I was engaged to in another town became unhireable after a County Comissioner tried something similar. Ran his hand half way up the back of her upper calf under her skirt while she was topping off his Coffee. Girl dumped the entire pot right in his crotch
2nd degree burns. I barely kept her out of Court on that one but I was still damn proud of her response to that 70 year old pervert.

Anyways as we both know authority gets in some folks heads, some of those Men victimize the weak. I am just a little curious where your head is at on how our Wives, Girlfriends, Daughters, Sisters should handle these rare compromising situations when the actor is in uniform. Particularly in an actual rape.

I'm obviously not a member of the Just lay there and try to enjoy it crew of fucktards.

Anyways as we both know authority gets in some folks heads, some of those Men victimize the weak. I don't know. I'd like to think it doesn't happen but the law of averages says it will, regardless of the size of the department. Many large departments don't have body or vehicle cams because of the expense. Same with much smaller departments.

I encourage females to be armed and trained on how to respond to threats to their safety all the time but its hard to fight back against someone with (mostly inadequate) training, weapons, authority and backup on their side. Maybe an act of going along with the scumbag and offering a BJ then going on all pitbull on the dude's dick? Very difficult for the rapist to offer an explanation as to how he's missing a couple of inches of wiener...

Have a weapon and be prepared to use it or use his weapon against him. From experience, doing much of anything is a PITA while wearing a duty belt and vest, even taking a leak is a trial. Grab a pen from his pocket and stab the SOB in the eye, grab his balls and pull real hard or any one of a number of things they can do. Tough situation for sure.
