Indiana used to be the same way. Before NICS came along one could show his permit and walk out sans NICS check. Once NICS was up and running the state dropped it and required all transfers be done that way.

In Texas, if you hold a valid LTC (CHL/CCL), your dealer simply notes your LTC license number on the 4473 and bypasses the background check. From what I'm told, the state runs a fairly exhaustive background check on you before issuing your license to carry and apparently Texas' background check is exhaustive enough that it satisfies the Fed's background requirements. That's my understanding of it at least.

In Indiana it isn't but that's because they hand out LTC's like Halloween candy and they're good for life. It's a system I can live with. That said I did my part on Black Friday by filling out a 4473. Didn't buy anything on BF but a previous purchase did arrive at my dealer on that day and it was worth braving the crowd to pick it up. AJ Ordnance Thomas .45,.......I've only been looking for one of those for 20yrs so I figure I'd waited long enough.
No, the Marines will have to get their own. I'm keeping this one.

A NICS check could be for multiple guns too however here if you buy 2 or more the dealer has to notify the sherriff in writing. You could go to several stores and by one at a time and the NICS check only has to be paid for once. You just tell the FFL it's not your first purchase that day. With all the sales on you could easily hit more than one FFL.

Reporting
There is no requirement under federal law to notify the sheriff of anything. multiple handgun purchases as in three or more do carry an ATF reporting requirement. Your multiple store claim is questionable also. The LGS that I use claims that it is a false statement as he is required to run a check on any transfer that he completes.

As per BATFE: two (2) or more handguns purchased at once - or two (2) or more handguns purchased over 5 consecutive business days by an unlicensed person, require ATF Form 3310.4
