Not sure what you mean by "approval". The stamp is the approval. TTBOMK you either get the approved form with stamp, or a denial letter and refund. There is no intermediate step.
current turnaround for a form 4 appears to be 4-6 months, with the 6 months being more common. It has been getting progressively longer than when they first set up in WV. I was getting form 4s in 90 days and form 3s in 10 days. Heck, I just got a data base correction I sent in 3 years ago.

Mark what I mean by approval to receiving the stamp, if you call 13046164500 they will give you current status (When you give them the serial number and persons name applying)......this one says the approval was issued on June 4th.......I know many people have called and received this information and was just curious how long it took to receive actual stamp from the approval date given .......and yes it was a form 4 and it has been 7 months as of June 11th........so yeah your dates are pretty close and I am sure the closer to NOV we get the longer the process will take due to much higher application rates......

You do not speak to the actual examiner, but at least the person you speak with can give you some info such as Pending, or Approved and the actual dates of status change........

Sometimes it takes a week or two before they mail out the approved Form.

My last one took 16 days from the "approved" date to me receiving it.

M-2 conversion unit went pending on January 17th, 2012. Got approval July 5th, 2012. 170 days. Woo-hoo. Looks like it was a good thing that I kept all my fired carbine brass.

My stamp took 6 months before I had it in my hand. I don't see what good a phone call from ATF is when you can't take the item home without the tax stamp in hand.
