Part of that is because the Warsaw Pact 54R comes in 172ish grain heavy ball (usually yellow tip like that Hungarian stuff) and 147ish grain light ball (like Czech and Romanian LPS). The heavy ball would definitely have slower velocities than Nato standard 150ish grain 7.62x51.

A lot of guys used to think silvertip meant light ball, but it just means steel core, though yellow tip does mean heavy ball. So silver tip over yellow means steel core heavy ball. Though, it doesn't appear that the Warsaw Pact nations were consistent with this. An absence of color codes means it could be anything.
