wondering if there is a true 1.0x 1x4 scope with a 60moa(approx) outer ring with a red dot center that can be used like a typical 1x red dot, at 1x. on an ar10.

Burris Tac30 and MTac are only thing I can think of. The BDC will work..

Vortex Viper PST 1-4x24. It comes in either MOA or MRAD. It's a true 1x with no fisheye. It can be shot with both eyes open just like an EoTech; just put the target inside the ring and squeeze within 30 yards. The center red dot and red ring are easily visible even in sun. 5 day settings and 5 night settings. One click on/ off. Turrets are zero stop and very solid. Clicks are firm and bang on precise. The reticle is etched into the glass, the tube is machined from billet, and AR coatings all around. Super solid, very well made.

Can train enough that 1.5x to 2x can be used both eyes open if nice glass. Much easier with a 30mm tube than 1" tube. Have a Leupold 1x-6x 34mm tube dropped large on for my nicest AR. Have picked it up in a hurry to zap a ground hog and after shot realized was both eyes open at or near 3x. It's available with 5.56 and 7.62 reticle. Worth every dime but doubt will buy another though want one for one of my M1a's. Vortex has a couple of nice 30mm tube 1x-4x and 1x-6x scopes just under a grand can use both eyes at 1x to high side of 2x before get disoriented.

I keep both eyes open using all optics, regardless of magnification. If things get confusing up close, you're using too much magnification
