Maybe - depends on which SKS and who you're shipping to.
If it is a stock, traditional-type SKS with the usual fixed 10-round mag - yes.
If it had originally, or was converted to take, a detachable mag (detachable is defined as being removable without the use of tools) OR it has been converted to a fixed magazine of MORE than 10 rounds capacity OR if it has an integral grenade launcher, the answer is NO.
If you want to go further - you can read thru the California DOJ Assualt Weapons Indentification Guide (a 3 meg download) available at: http://www.caag.state.ca.us//firearms/awguide/index.html
One other thing, if the particular SKS is less than 50 years old, you can only ship to a 01 FFL - not to a C&R (03) FFL even though it may be on the Federal C&R list, Kali ADDS the 50 year old requirement.
