falover, I don't know what to say about this unless it's something new to the application  Are you sure you filled out a C&R form and not one for a full dealers license, That I could understand, them wanting to interview a full dealer applicant. Or maybe it could be just a new rookie compliance officer who don't know any better. I'd question the reasoning.
I have never heard a word from them in all the years I've held my C&R
Are you going to be arrested, I don't think so, unless your hiding something or have a past history ;)

How nice of them to call in advance! (That gives you time to put chicken wire over all your windows to deflect grenades prior to the interview) :D
Seriously now...I've never heard of a "pre" interview?

The packet for a Type I says "You can expect to be contacted by an ATF Officer during the application process." There is no reference to that for the C&R, and I sure wasn't contacted. You don't have any outstanding Federal warrants, do you??
If not, it's either a random thing, or somebody doesn't know what they are doing. For the most part, they have bigger things to worry about than C&R's.

Sad day when we have to fear for what is rightfully ours under the 2nd. Just tell them you are into collecting history and study all the laws for a C&R and that should cover it. Be courtious and drive them nuts with long stories about your favorite collectibles.

I have heard from several others who have had this occur. They have started conducting random interviews of C&R applicants as a result of a recent influx of new applications within the last 2 years.
There is nothing to fear. They are mostly interested in ensuring that you understand the rules under which you may make purchases and disposals. And to ensure that you keep a proper bound book.
One collecter told me that the agent conducting the interview was very courteous and was helpful in answering questions.

i do not have any warrents or anything to hide. just thought it odd. i am in new york.
and the lady who is my interviewer was very nice on the phone and said that it would only take about 30 min. she wanted to look at my licenses (drivers and pistol) and wanted to explain how the c&r worked.

falover, I was just kidding with my last statement :D I'm sure if you had any kind of criminal past you would not be applying for a C&R ;)
Anyway I believe you answered your question,New York
Anyway I just read on another board where New Jersey treats C&R's as they do full dealers  They were going to make this guy go through Zoning Laws with his place of residence  Needless to say once they started that on him he gave it up.
But all in all it sounds like you should do just fine with this woman and her interview.
Like I said in all the years with mine I've never had a problem ;)
Good Luck and I hope it all works out for you, Don't sweat it :D

It's amazing what we'll put up with in the process of exercising our constitutional rights. All I can say is that I'm sorry you were inconvenienced in such a manner. :(

Falover, what part of NY are you in? I'm moving to Nassau County on Long Island soon, and I'm interested in a C&R. Are there any State permits you had to get?

Not to worry. I have had my C&R for over ten tears now, and maybe the personal interview is unique to New York, I dunno.I live on the Canadian border; my office where I am writing this a block from the St.Lawrence River. An agent from the Syracuse or Buffalo office called back then, came, no problem. Didn't even ask what other guns I presently had; talked a bit for about fifteen minutes or so and left.
Ever since, I renew by mail the required few years between.

Not sure about the C&R in NY.
BUT...........
If you are not currently a NYS resident, and if you have any handguns, then I'd suggest calling the Nassau County PD to find out what is required to transfer your own property to yourself. Unless it's changed since I moved from there, it is illegal to transport an unregistered handgun directly to the state of NY, even if you are moving there or have a permit!
Owning Title 2 weapons (class 3) in FL is less hassle than a .38 revolver in NY! NY is a no Class 3 state, BTW.
A pistol permit is required to posess a handgun anywhere in the state. In Nassau, I've heard it is now taking about 6 MONTHS just to get the paperwork, then another 6 months or so for the permit to be issued (not counting the denials that sometimes occur for no reason).
Until you have the permit in your hand, you cannot posess (even in your house!) an unregistered handgun (any handgun not described on your permit is unregistered)!
So, your guns can sit in an FFL's safe in NY, your old state or just have a trusted friend in your current state hold them until you get your NY permit, then have him ship them FFL to FFL in NY.
Even if you have legally owned guns in PA, and a NY or any other permit, you can't just drive to PA, get your guns and drive to NY and register them.
My dad has dual residence in NY and FL, and purchased a pistol here in FL, and wanted to have it on his NY permit. He had to have an FFL in FL ship it to an FFL in NY, then it was treated as if he had bought the thing in NY. It cost around $50 + shipping to do this, plus a lot of running around, just so he can bring a High Standard to his house and to the range in NY.

i am in suffolk county it is just east if nassau. no special permits that i know of.
one thing though, new york does not recognize the federal governments view of c&r pistols, basically if its not a muzzle loader they do not consider it a c&r so you can not use your own FFL you have to go through a dealer.

I don't think you have to allow ATF in your home, you can request the interview to take place at the local ATF office.

IIRC more than 20 firearms requires an Arsenal permit in New York State.

I'am a licensed 01 FFL in NYS and one thing to remember about NY laws and C&R firearms is: NYS does NOT recognize C&R handguns. C&R Longguns are OK but theres no such thing as C&R handguns in NYS. Also, you must be licensed by the state AND the feds to deal in handguns in NYS. A pistol permit is valid ANYWHERE in the state BUT NYC. Also, NYS defines "firearm" to mean a handgun or short barreled rifle or shotgun. It is also against the law for me(01 FFL) to receive a handgun in ANY capacity from ANYONE not licensed to possess said handgun. IOW, if you came to me to sell a handgun you better have a NYS pistol permit or I can't talk to you. Very strict handgun laws here along with "balistic fingerprinting" where they require a casing from all NEW handguns delivered in the state. What a PITA!

But Ace, don't you feel safer?
I miss a lot of things about NY, but the idiotic gun laws, ridiculous taxes and excessive traffic are not any of them!
