If you watch the footage in full-screen mode, you can see the suspect rear back with the pipe/hammer/object in his hand just before the cop with the dog shoots him. He is also still on his feet until cop #2 lights him up.
I don't have all the details of the shooting yet, but it looks justified to me, as he managed to yank the Taser leads out of his FACE right before he was killed. As a private citizen, I would have shot him if presented with the same situation.
I would guess that the suspect was on some kind of drugs when it occurred, as 9:30am isn't normally a time of day when drunks do something stupid like that. Addiction doesn't have banker's hours, though, so I'll wait for the toxicology report before I pass judgment.
Tough call all the way around, I guess.
