I think Win-13 is a reference to a run of winchester garands that duplicated Springfield armory's serial numbers. I've seen some that had the letter "A" added after the serial number for inventory.

win13's were the last of the wra m1 garands with part numebr D28291-13W.R.A. on the right front receiver leg.

they were built between jan of 45 through the end of production serial number 1,600,000 to 1,640,000.

win 13's are only command high price tags when they are as built, or restored correctly and not misrepresented.

otherwise they are just another garand, much like an 03 mark1 thats been through the arsenal, twice.

i wouldnt begin to think a win13 is anything special with out at least having the correct barrel in the white. the op rod is a four hundred dollar part and the rear sight assembly will run you 350. a proper unrebuilt wra stock will cost you a testicle.
