Pa Commonwealth court threw out a suit by members of the Phila. Council to allow them to ban handgun and AW sales in the city. Commonwealth court has said that since those are not addresed in the Constitution or codes, they do not apply and Phila. cannot make thier own rules/laws exceeding or suerceeding the State's
