I have a couple boxes of Izzy ball like that, you should be able to tell if they're blanks by comparing weight of box of 20 rd ball ammo. IIRC, the Izzy blanks had wooden bullets.

I have one of those same boxes. Mine has grungy brass with wooden bullets seated very loosely.
