Recently I tried to use some defunct
ammunition (i.e didn't fire) in
caliber 7.62x51 mm
It was head-stamped ZVV 69. Who made this
stuff ?

I still have aome of this stuff also. Saame headstamp. Ordered it about 10 years ago. last time I shot it it worked fine. Be aware that it is mildly corrosive.

So why was Czechoslovakia, a communist country in 1969 making ammunition in a NATO
caliber ?
I thought that ZVV might be Zastva which was
yugoslav - they were communists as well but
pretty much sold anything to all comers.

When i got it from century about a decade ago they advertised it as being made for special forces use. Who,s is the question. Maybe they wanted to make sure they had ammo for our guns in case of war.
