Another Headstamp ID Question

I was cleaning out a dresser drawer and found a partial box of surplus ammo that I had purchased about 12 years ago. The box is a cream/brown cardboard with no markings of any kind on it. The headstamp simply reads: 7.62 mm.

Any ideas on who made this ammo?

Only thing I can find with only the caliber as a headstamp is from Finland. Czech also, but contains stars/asterisks. Hopefully, others will have more definite information.

you can probally narrow it down to a Warsaw Pact Nation, "made for the enemies guns and to conceal origin".
