Has anyone ever heard of Rising Sun Tactical LLC out of Surprise, AZ? Do they have any history, good or bad? I have a chance to buy one of their builds with a Bulgarian parts kit on a 1 MM Armory USA receiver. I searched the web for information and found absolutely nothing. No website, no comments, nothing.
If nobody knows about Rising Sun Tactical, maybe someone would like to comment on the 1 MM Armory USA receiver.

I have never heard of Rising Sun Tactical.
But I do know the Bulgarian AK's are some of the nicest ever made.
And I have two of my AK Romy-kit builds done on 1mm Armory USA Receivers (Global Trades), from Houston, TX.
Both are dimensionally perfect and have not had a single issue with fit, form or function.
Solid rivit-job to trunions, and they hold true. Several-thousand rounds later through each, and the wear (or lack-thereof I should say) is consistant as to be seen with a Soviet-Bloc Military Rifle.
Do not kid yourself, Global Trades/Armory USA's 1mm Receivers are Military-Spec.
Don't worry about it being 1mm thick or 1.6mm or whatever they are making now; the barrel will wear out long before your Armory Receiver ever will. And the barrel alone will still last 60,000-100,000 rounds or more depending on country of origin and quality of chrome and steel.

Its Sonny Huynh. (sp?) He lives down the street. Does mostly AK pistols now. Nice guy. He comes by the shop every now then to get something machined or welded, and to exchange tips on AK building. He seems to be quite knowledgeable.

He does exist
he's been reliable in my dealings with him
he is knowledgeable about AKs.
They looked fine in the various stages of production, but I have never fired one of his completed guns and so have no opinion.
