I just came across this article about a hydraulic primer removal tool.
Looks like anyone with a lathe could make one.

MIke, I've got a 5/16 bolt tapered and turned down to a snug fit in empty cases. I fill the case with water, set the case on a nut, insert the bolt to fit, and give it a wack. It doesn't take much of a wack to pop out the primers. It isn't complicated, and didn't take much effort to build the decapper. I tried to build the setup on surplus rifles, but found it easier, and quicker with the minimal setup.

If you're planning on decapping any amount of berdan primed cases, Forget the hydraulic method. Buy an RCBS berdan decapper. I've done thousands with one at a high rate of speed. Just get some extra pins.
I'm still looking for a way to decap and reclaim live berdan primers safely. Any ideas on that?
Where are you finding primers? I need some 217
