I am in the process of refinishing an R1 shooter. I noticed the gas block assembly has play from side to side. Is this normal for a block without the handguard screw in it? The other other pin is still in place.

None of the six gas blocks from the various barrel assemblies that I have show any movement. In fact, they all look like they'd take quite a bit of force to remove.

It should not move! Check for signs of gas escaping. The cross pin that holds the gas block should also be checked. My gas block was hard to remove. Yours sounds like it's real worn or maybe the barrel is undersized where the gas block sits. At the very least replace the cross pin that holds the gas block on the barrel.

you can remove block, clean surfaces, swab with a silver solder paste or one of the ninja-sleeve retainng compounds) reinstall with new crosspin (available from me or DSA), align by dropping a drill bit through the port and the block. (Remove pin) and heat solder.
Probably only worth the effort if a really nice barrel.
Gas blocks are drilled for the cross-pin AFTER installation and are not always interchangeable between barrels.
