Does the pin used have to be solid or can it be a roll pin and does the pin have to be welded or silver soldered in place? Thanks.

The regs say "permanently attached". Some guys use a set screw instead of a pin then fill with a spot of weld and grind flush with the brake. Others use pins that are pressed in then ground flush.

My thoughts are if it's BLIND pinned it IS permanently attached and not easily removed without drilling it out. Welding over the pin to me is redundant.

Just blind pin it but make sure it's a tight press fit.

I agree with what Mark said, and I've blind pinned a couple of Enterprise brakes. If the pin is solid you can grind it off flush with the brake and it won't show when you refinish.
