I acquired this rig about twenty five years ago while managing a local Army surplus outlet. Although it is unmarked, I do not believe it to be aftermarket. It originated from an Army depot auchion in Anniston, AL. It is designed to hold 6, 30-round AR mags. The rolled-up nylon straps are used in conjunction with the "D" rings on top (*I assume*) thus allowing any number of carry positions. I believe it to be Vietnam era. A couple of 'Nam vets told me they believed it to be a mag harnass for the ill-fated Stoner System.
Though both sides are basically identical, here are photos of each...

I have way more web gear than I can use but have never seen that item.
Congrats on a neat pouch.

Anybody know where to find that kind of buckle? All I can find are the ones that mount on webbing.

That was one of a limited issue bandolier that used a canvas GP sling worn crossshoulder, residing over the hipbone and tied around your leg.

This was about the same time the 30 rnd mags started to see service in the early 70's maybe some value to obscure gear collectors.

similar concepts are still be built by various companies and a derivation is included in the MOLLE ruck system.

I have some old eagle pouches that use that same dark khaki webbing as on the bottom of those pouches, with the center black thread running through it.
That's the only place I've ever seen it used before on pouches. I have seen that type webbing used on plenty of para rigs and sold off surplus.
I dont know about the tie down straps, never seen them or any tie downs on a double sided pouch before.
