Is the Imbel Para kit compatible with an SAR-48? Would there be anything special I would need? TIA.

You will need to counterbore the receiver front for the para top cover (has a tab)
Other than that build as normal.

...or just get a modified top cover, or better yet an ARMS #4 slide-on scope mount...and skip the receiver modification step.

I had sledgehammer do me up a SAR-48 just like that, South African Para kit , refinished , chopped barrel to 18", great rifle.
